What a vote can and cannot change

The Timelock holds the governor role on the vUB vault, so a passed proposal can change the staking parameters — lock lengths, the boost curve, the cooldown. It cannot replace the vault itself: the right to upgrade that contract sits with a separate council address and is deliberately outside what a vote reaches.

Voting power itself comes from locking UB, and it is weighted by how long you locked for.
